My wife purchased a dwarf cherry tree a few years back. The tag said it would only grow to about 10 or 12 feet in height and that fit perfectly with her plans for the garden. It ticks her off but I love the 25 foot tall result…

I think you will find the grafted rootstock took over. Or someone did not recognise what they were selling. Great shaped tree.
