Mystery frame-set

Enclosed are two images showing an early(ish) frame-set. Date wise, circa 1940 or 50s. There is nothing special about the frame, apart from the location of frame number. Bottom of head lug. Can anyone suggest a maker?.

I think that's just the angle of the left fork making a bit of an optical illusion

The three badges (transfers) on seat tube are C.T.C, Y.H.A & Allins. The latter is a renovated by sticker. It seems the bike went to Allins of Croydon to be serviced.

Can you make out the address on the Allin badge?

Not sure about the frame number location however the lugs look exactly the same as the ones on my rival
