When I bought the cassette, they only had unbranded ones (which were cheaper than the Shimano I was replacing), so I will never know if it was just poor quality, or if I had a duff one.
You do have to be careful with cheaper non branded cassettes, I had a non branded Campagnolo cassette on our turbo bike and the shifting was terrible, swapped it for a used Chorus cassette and it’s now perfect.
