A Minging Manc...
Why step through frame? They aren't really step through, and does she really intend to cycle in a skirt?

my wife had the same idea but i convinced her to try a well fitted man's frame and she hasnt looked back. IMO the step through frame requirement massively limits your/her choice but with not a lot of real gain.

I'd say the first one, it doesn't have suspension forks (which you probably don't need) so money saved can go into the rest of the bike and saves weight into the bargain.

If she is looking for leisurely rides on paths and U.K. potholed roads, a suspension fork with a lock out isn’t necessarily a bad thing
