BS6102/3 applies only to continuous mode, and SI2559 applies only to lamps that don't have any continuous mode, the reason there are two specifications and not just one is that neither covers both flashing and continuous.
This is simply false.
SI 2559 does not even provide a standard, so it isn't possible to have something comply with BS3102 OR SI2559.
And SI 2559 most certainly does not apply only to lights that only have a flashing mode.
It states "a front position lamp capable of emitting a flashing light (whether or not it is also capable of emitting a steady light) " and similarly for rear position lamp.
It is true though that SI does say lights (front or rear) which are only capable of emitting a flashing light do not have to comply with the standard or have the standard marking - though TBH, I haven't actually come across a light which is ONLY flashing, all the ones I have seen have included at least one steady mode.
There probably are a few around, but I don't think they are at all common.
