What should I replace the HTI A19 road pedals with toe clips that I have now, to go on my vintage Townsend ladies road bike? ( see profile picture)

Google Quill pedals unless you want to change over to shoecleat and clipin pedals conversely named "clipless".
Depends if you want to change the look of the bike or not, for quill pedals Wellgo make some lovely retro quills and are good quality.

Thanks. I'm definitely sticking with pedals with toe clips.

I've had a look. it seems as if you have to buy the toe clips separately.
I've seen some half clip toe clips with leather over the front that look some had forgotten about on a previous bike which was stolen.
Do any toe clips fit on any quill pedal or do the makes have to match?

You can transfer your existing toeclips onto new pedals and if reflecters are fitted to them they will lever off with a flat screwdriver to reveal 2 bolt holes for the toe clips
