What does the rules say about how far cars need to be from cyclists before turning after passing the cyclists?
There's no specific distance either if it's a car overtaking a car and then turning. It's down to common sense, not causing the other road user to brake or be concerned, and so on. Ultimately, disputes go to court (or a police officer might observe something and get involved).

Pretty obviously, whatever you're overtaking, if you're then going to turn left, you need to have time to move back to a normal lane position, brake for the junction, and make the turn, all without affecting the vehicle that you have just overtaken. Whether that vehicle is a car or a bike is immaterial. As the new rules make clear, for those who are hard of thinking and hadn't worked it out for themselves previously.

What they don't do is to change the principles by which what is reasonable have always been decided, which has historically been by the man on the Clapham omnibus, so we are told.
