Track slicks do indeed look like naked inner tubes now you mention it! My Vittoria slicks look like that too, not tubs though.

Yes, (to my knowledge, happy to be corrected) a bike must have 2 independant braking systems to be road legal. Leg braking counts as one, which is why many fixed riders only run a front brake. Leg braking alone isnt adequite.

Yeah, illegal. But as likely to be picked up on as not having pedal reflectors. Unless you plough into something on account of not being able to stop.
