My Harry Quinn track bike has a 19.5" top tube so toe overlap is prodigious. It's only an issue if you get a foot the wrong side of the tyre when starting off . Looks cool with a huge long stem, though.
I'm a short arse and ride small frames, I've had toe overlap on just about every bike I've owned, its something I've learnt to live with, on my geared bike its not usually a problem, but on the fixed it can make low speed turns a little tricky.
