Car's with broken lights.
I carry in both my and my wife's vehicle a full set of bulbs and I always have done. During one of those 'it just wouldn't stop raining nights' I drove into a 'shallow ford' or at least it normally was shallow! There was so much water combined with my speed that the water was forced up into lights and took out the headlight/main beam light, sidelight and indicator light on one side and headlight/main beam light on the other. Being a Mr Bean type character I replaced the bulbs there and then.
I just don't think there is any excuse for not fixing car lights immeadatley, if the car needs to go to the garage to have bulb replaced, then technically the car has broken down.... call the AA (other breakdown service exist).
I wish we employeed the US system of on the spot fines for cars with out lights. Infact cycles should get the same treatment. I see no reason that if a car is stopped for a light being 'out', that unless they can fix it immeadatley then a simple fine on the spot, say £100.00 or similar should apply, a great way of raising revenue for cycle lanes!?! Pretty much everyone has a debit or credit card with them so it shouldn't be a problem.
