I think the non skintight but not too baggy and padded could be hard

I'd go for something unpadded that can take padded undershorts

Have a look at Rapha perhaps, or for unpadded the outsoorsy people like Rohan, Craghoppers etc

Or something like these + padded undies

Edit: These have come up on here before, £12 (but unpadded)

Well I went a different route and bought a pair of these in medium http://www.amazon.co.uk/Ronhill-Mens-Bikester-Evolution/dp/B0068XN6IQ (not sure why it says £21-£60, highest price is £25 for the small) and then bought a pair of padded undershorts for underneath
They aren't elasticated at the bottom but aren't overly baggy either I just tuck them into my cycling socks if Im worried about them getting caught
It might not be the most pro look ever but I don't give a hoot about that, for commuting, recreational rides long distance included its been fine for me and spent about £40 in total, as the undershorts were half price

£12 is about right for those Union 34s, I don't wear mine anymore. I wear my Endura shorts all the time, and am considering buying the 3/4 or long version.
