Its called Alleycat and has a cult following and there are even Alleycat races. It started with a South African guy whose family to moved to Oz where he was a bike messenger. He then appeared in Mexico and a videographer from NY began taking videos of the rides. No rules - against traffic, beat red lights etc. More bike messengers both in Mexico and NY joined in, both male and female. They celebrated 10 years of it last year.

The races are obviously illegal.

The South African guy has moved to the USA and does videos on riding bikes at breakneck speed down a winding road.

These kinds of videos have a lot of editing showing how fast the bike is going but gloss over the parts when the cyclist has to stop or slow down (or even cause inconvenience to other road users).
