I don't see any problem.
The wearer of the ill fitting lycra is comfortable with himself.
I look more far more startling in lycra. Timid horses have been known to take flight when I, sporting lycra bib tights, appear in their field of vision.

Lycra + pants + bum = unmistakable VPLs. Oh yes, I have seen plenty in my time! 
Perhaps he forgot his own kit and had to borrow some, at least it won't flap in the wind though.
Or maybe he's just of a large stature and he's made the fatal mistake of letting his Mum wash his kit on a hot setting and not found out till he's turned up to an event and just got changed into it.
Or its taking carb loading to the extreme, and after a long hard ride, it will all fit perfectly again.

I saw a lycra faux pas recently that had me feeling quite ill.
Out on a club run we pass a guy on a Bianchi, not to be out down he puts a bit of effort in and slots into our group right in front of me.
Anyway this guys arse is starring me in the face, nothing unusual you may think. Well his shorts were so worn you could see right through them, not a pretty sight I can assure you.
Mind when I got home I made Mrs AT check all my shorts while I bent over in front of her!
