Difference is that a cyclist notices the headwind. In the same way that I discovered my commute wasn't as flat on the bike as it was in the car...

I wondered whether it was put up by a petrol station just up the road. Though perhaps there's a long exposed stretch of road without service stations where people have managed to run out of fuel.

Quite possibly. It looks like it's somewhere in outback Australia, where you can have 100s of km between petrol stations.
