... but how many morons will be letting off fireworks a whole year early at the end of the ninth year of the decade, just like at the end of 1999?

Fair enough, but any excuse for a partaaaaaaayyyyyyyyy :?:
It's one of those things where your (correct) answer will never again gain popular currency, a bit like how people always say that 1 dog year = 7 human years, whereas it depends on the size of the dog.

Same for my cats but we find a way around it, there are loads of solutions!

As I recall, we were all celebrating the impending 'millennium bug' (not) on 31 Dec 1999/1 Jan 2000, not on 31 Dec 2000/1 Jan 2001. As you all know by now, nothing happened, bug-wise. And there were plenty of fireworks let off down our way, that night. We brewed some punch and handed out glasses to our neighbours. To my mind the decade ends and begins when the 'tens' digit rolls over. But as to whether I'm one of the 'morons' - I'll leave that to others to judge .

It's just that the 2000 'signified' the start of the new Millenium - and that's what the party was for, it was not really about the 2000 (or 1999) years that had passed - I always think the new year is about looking forward. It wouldn't feel right doing it for 2001 or 2011 etc. As already said, it's the end of the naughties. It's a bit academic anyway as the calendar is inacurate for what it is supposed to measure.

If 2000 to 2009 was the naughties - what is the next decade going to be? The teenies?

WW3 breaks out in our street every new years eve with the number of fireworks that are set off, so the end of the decade won't make any difference one way or the other!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
