Hi trailertrasher,
You can try google maps, michelin maps, mapmyride and bikely.com for online maps. Might be a couple more.
We use Microsoft Map Point Europe on our little Asus eee, its a nice program and very accurate, best part is you can use it offline.
Can't help you with GPS as we use paper maps and compass.

You can get topographic maps online - Ordnance Survey mapping is available via BikeHike or MultiMap. IGN mapping for France and Corsica is available at http://www.geoportail.fr/. The Spanish IGN's mapping is available at http://www.ign.es/iberpix/visoriberpix/visorign.html.

As to a GPS. The eTrex HCx series is suited to the needs of touring cyclists and AA batteries make recharging simpler. Some people rave about the new touchscreen series of GPS (eg Oregon 300/450) but check battery life and the brightness of the display.

Here for rides.
www.opencyclemap.org has the ncn national and local routes on it and some good relief map shading to make lumpy bits obvious. various other sites use these maps which imo are the best online ones for road touring. you can buy an sd card with the mapping on it for use in a garmin gps for less than £20

coverage of entire uk is not complete yet but it is still very usable mapping
