The potential penalty has little proven link to the likelihood of Johnny Scumbag committing the crime. There is little deterrence effect. Tradesmen will still need to take reasonable steps to secure their valuables regardless of whether any such sentencing rules are established.

Don't be a spanner, this is a serious thread. Stolen tools chisel money out of the victims pocket. If you're buying second hand tools under the table at the pub then make sure they're on the level. I can't hammer that home or make it plane enough.
