I think that should be "Laterally stiff and vertically pliant", ie it doesn't bend left or right, but has come up-and-down flexibility for comfort. I'm guessing a copywriter who isn't as adept in English as they think they are.
 
It seems the right bike for you. You like the look and the ride, and it's at your budget. Presumably it does what you want.

Personally I'm a mudguard and luggage type of girl, and I prefer 105 brifters to tiagra, just because of the cable routing. And I don't think I'd want to buy from Evans.

That being said, I will look at it enviously if you cruise past me up a hill!

I like it. That pink colour lifts the black. It's a great looking bike and I'm sure that you'll have many happy miles on it. I nearly bought a Norco CX bike (in a lurid green colour) but went down the second hand PX route instead. Had the PX not shown up when it did, I'd have had that Norco.
