Just stumbled across this and didn’t know where to put it but this feels like a highly optimistic claim https://www.independent.co.uk/news/uk/home-news/james-mclaughlin-cyclist-crash-court-b2798649.html

I’ve never heard of the guy and he would have already been nearly 30 at the time of the collision. Tour De France hopeful for someone who rode for Guernsey at the Commonwealths is a stretch.

The claim itself for the injuries may be entirely justified but the Tour De France dream just seems like nonsense or clickbait.

Seems like a canny move to me.
The brain damage claim is being contested, so what better way to demonstrate it than to claim your (at the time) 30 yr old client with no team, riding as a messenger, thinks he was going to be a TdF rider?

He did ride for one of the British semi professional teams.

"Mr McLaughlin was taking a short break from his professional cycling career and working as a courier when he was injured in May 2020."

In other words, he couldn't get a professional team to take him on for the season.

i think if you read it as a chance to be in a team riding the tdf even as a domestique is a dream many would be satisfied with and there are people who came to the pro peleton late eg michael woods etc so maybe at the time of the accident being 29 might have been plausible .Another twist might be he had the dream of being a pro cyclist and the sloppy reporting only knows one race and thats the headline ....
