Wexford County Council in association with Stayin' Alive At 1.5

Both the Council and Stayin' Alive At 1.5 are receiving a fair bit of stick for trying to improve safety on the roads.
And to be fair to the OP, unless you were aware of the content of first video it'd be fair to assume this was something different.

But it didn't show that with a single file group it is easier for the driver to force his way into the middle if something is coming the other way.
