If I type a document using Pages and email it to someone using a PC will they be able to open it ok? Also will the layout change. It is a cover letter for a promotion so I don't want it to look shoddy.

If they don't need to edit it, then mail it as a .pdf

Go to 'print' and use the pdf option in the bottom left corner of the dialogue box to 'mail as pdf' and it should append it to an email. Or save as a pdf and use the 'attach' routine in an email program other than Mail.

If they need to edit it, you will have to Export your document as a Word file, and run the gauntlet of incompatible font choice, page size, etc. (the risk of which can all be reduced with care).

in pages there is the option to save as and then select what type of file (.doc, .pdf etc) or export as any of the above options - can't remember exactly which the current version of pages uses for saving it like this
