I posted a similar thread about six months ago and the outright winner were Ortliebs. Yes, they're expensive but they're worth their weight in gold and I recommend them every time and I'm sure they're guaranteed for five years.
I can only comment on Ortlieb Classic's as this is the only set of panniers I've ever owned.
Yes they're fairly expensive but I've been through some shocking weather this winter and can confirm that they are 100% waterproof. They've never let a drop of water in, are easy to attach and take off and they only need a wipe down to keep them clean.
I've got Ortlieb front rollers, 25ltr between them, and cost me £65ish for the pair. The next nearest half decent panniers i could find were around £50 a pair, so i figured the extra £7.50 per pannier was worth it.
altura urban 20 is what i use for the commute. they have the dryline inners and have been stuffed to the gunwhales daily and not leaked.

Probably not the answer you are after but if you are on a budget B & Q rubblesacks placed within cheapo pannier bags will keep things as dry as Ortliebs..
