Pannier rack, seat post type

Is it a disc bike ?
I am in the process of starting to look for a permanent rack for a disc bike as i have a seatpost rack and i have always found they hold the weight to high so when you go around bends or get out of the saddle you can feel the weight moving about .

I have one that just clamps to your seat post if your still looking.
