Hi ^_^

I'm looking for a pannier rack + pannier for my road bike, mainly to carry water/tools/small things - I don't want the full top + side panniers as I want to keep it pretty light and stable.

Depends on the small things you want to take i suppose!

A saddle bag and rear pockets on a cycle jersey can hold a surprisingly large amount of stuff, so if its just general small things for riding about (like water, tools, inner tube, phone, food, waterproof) then personally i'd avoid a pannier and rack, it is just something that will potentially rattle and make the bike feel a bit heavy at the back. If however you need extra space for a a change of clothes and things like that then a pannier and rack is going to be very useful.

These things are very down to personal preference though - some like to go as light as possible and wont take anything to cover problems, others will spend forever trying to minimise the amount of stuff they need to take while still making sure they can deal with the most common issues (eg punctures and things like that) and some riders like to carry as much as possible so they are self sufficient to cover any eventuality that happens while riding their bike.

I'm actually thinking of going with Lidls £17 Panniers, I'm actually planning to do a bit of 'touring' - not real touring like some people on here, maybe just going somewhere for the weekend with one of my friends and spending a few days away from home. I'd need to carry a change of clothes, water, tubes, spokes etc so it would need to be a bit bigger, that's why I'm leaning towards the triple pannier.
