Just bought myself a rack from the Aldi people, and wondered what panniers are best. Had a look on Amazon, Wiggle, Chainreactioncycles, Sports Direct and Decathlon for ideas. However, I've noticed mixed reviews. I want something not too huge that I catch my heels on it, something waterproof but not leather and that can be removed easily. I want it to be easy to carry about off the bike, too. On top of that I want it so the straps have no chance of stopping my back wheel!

Ortlieb are generally held to be the best if you want really really waterproof.
OTH if your budget is limited, you can live with water-resistance rather than 100% waterproof and you don't need huge capacity then these are pretty damn good IME.

OH has been using one for a year of commuting now, and it shows no sign of wear.

Thats what I've got and I'm really happy with them. I've had no problems with rain getting in (even during the constant downpours of the past week), but just to be on the safe side I put most things in a plastic bag inside the pannier. I wrote a little review here.

If your panniers are set-up right you should not catch your heels on them, I have Altura Orkneys which are huge and I have big feet but do not have any heel/pannier interaction when cycling.
