I'm wondering if all the nuts here (see photo) are original, looks to me like the nut under the plastic knob would release the bars to flip forward/backwards. Should the bars be able turn sideways without loosening the nuts at the bottom of the stem?

The plastic knob released and a quick thump on the top of it freed the quill and the bars were then able to rotate sideways. The nut must be for the bars to move fore and aft. Not moved mine, I don't think I noticed the nut TBH and as the bars were right I never adjusted them.

Have you got the brakes made of soft aluminium and held together with soft aluminium nuts? Mine stripped on first adjustment hence I built new wheels with hub brakes.
I also did a 6 speed conversion with two sprockets on the hub and a rear mech. Unfortunately most of the write up is buried in the Tea? thread in the cafe.
