Check that it's not statutory, if not, ignore them, they are extortionists. You will receive a series of increasingly threatening letters from different enforcement agencies and bailiffs, probably all bearing the same illegible signature. Ignore them all. It's a game of numbers; they are counting on frightening a proportion of the gullible into paying them.

Parking is not the same as stopping to let someone out. Just as you can (in theory) be nicked for talking on a mobile when sitting in the car with the engine running, you cannot be done for parking when you haven't turned off the ignition (summarising hugely).

If it's a no parking zone, they are not only powerless but wrong. If it's a no stopping zone, they might be right but their relative lack of power probably still makes it pretty worthless.

IMO, at least.

also, if their 'rules' state you must be in a space, then you weren't, thus you weren't parked.

however they might then try and fine you for not parking in a space...

OP if it was on private land, ignore it, it can't be enforced, do no write to them. Check out the extremely long thread on the Money saving expert website.

I got one of these so called fines about two years ago, they sent me seven "official"looking letters I ignored them all and nothing happened. Not a sausage. Bugger all.
