the highway code does NOT say that pedestrians have priority and that cars must give way

It doesn't have to. If you're driving your car and a pedestrian appears in the road, whether by walking or by Star Trek transporter beam, you have to do your best to avoid them. If you don't, then pack your toothbrush.

I had a university lecturer step out in front of me as I was grinding up a hill at UWE Bristol as a lad. She copped my front wheel in her leg, & squeaked loudly, but she had looked me in the eye & then just stepped out. I fell off, theatrically, just to make the point ,and was v solicitous about hoping she had not been hurt. Thankfully I was not going at all fast.

Some people think we all pootle along like Miss Marple all the time though.

Yes, other considerations than road traffic law come into play wrt hitting them if in my lane, but if a pedestrian is crossing the other lane I do not have to stop for them and i can legally carry on leaving them isolated on the white line - as in fact often happens. On a zebra they have right of way and i must give way
