I'm a service engineer for food packaging machinery and I've worked in food factories all over the world, I've never seen scenes like you describe in a bakery in this country.
I visit Warburtons sites regulary, and I'd say they have some of the highest QA and hygiene standards in the food industry in this country.
My experience of 25 years travelling in the Industry as well. I don't doubt there are some horrors from time to time, but I've never witnessed them.
Low risk is not an excuse, our factory is low-risk also and constantly recieves the highest scores available and is regularly and rigorously audited. Any major player will be, though some plants are always better than others.
In this case I'd suspect foul play.
