Phoneline not working - where does BT's liability start?

A relative's phone stopped working. I removed the lower cover from the NTE5 master socket and plugged the phone directly into its test socket. It still didn't work.

Various web pages say the wiring behind the NTE5 master socket is BT's property and their responsibility. However in this case there is a cable from the back of the NTE5 box (containing 6 multi-coloured wires) runing to an old fashioned master socket, like the ones in the picture. The old fashioned master socket is mounted on the exterior wall.

BT charge high fees for internal work that is not their liability, so I would like to clarify this before I contact them.

It's from the master socket. Those are just junction boxes pictured.

Openreach own the network (part of BT) if no dial tone in test point of master socket (nte) fault in their network including any junctions in the property before master socket . Free repair for fair wear and tear .if the cable has been damaged by someone inside the property chargable .
Is a non-BT contractor allowed to work on the internal wiring after the junction box?
After the nte yes before no
Are you sure the phone works have you tried another one

You need to report it to them. It could well be a fault within the local exchange such as a faulty port on the dial tone generator card, don't just assume that this is a wiring fault.

Thanks for all the replies. I filled in an on-line fault report form and BT sent me an email today saying it had been rectified. The phone works again so it must have been something external.
