People who leave litter will do so no matter how close a litter bin is. Go and spend ten minutes in the carpark of a drive-through McDonalds. It's quite an education, and some of the worst offenders drive 40 grand vehicles. Rather depressing really.

Other option, pick the litter up, and see if that changes people's actions (in seeing a litter free location) - you'll feel good instead.

Sadly I think you're right, but no harm in trying?

I told some 15 year old kids off for throwing litter on the pavement. They gave me some mild abuse and, whilst they didn't pick it up, maybe it would have made them think twice about it next time?
