my Dolmite 6 has play between forks and head set under breaking. Is this just the way they are? I tightened up the bolt a tad over recommended to make sure it just wasn't too loose and it's exactly the same. I seem to remember an old MTB with disc brakes doing the same thing.

There should be essentially no play in headset bearings, nor wheel bearings and bottom bracket for that matter.

You need to slacken off the handlebar bolts when you preload the bearings with the allen screw on top - assuming it's the modern type.

No, play leads to damage. Damage leads to cracks. Cracks lead to crash. Crash leads to suffering.
You may have a frame or fork with misaigned bearing races.

And suffering leads to enlightenment.

Kidding aside, yes, what the others said. No play is good play.
