They don't have anything g nearly as stringent in the US, which I think is where that plate is from.

Depends on the state: when I was in Montana I remember people driving around in cars with a completely smashed front end and only one headlight, and I was once loaned a car with a speedometer that moved like a metronome. Other states were more stringent.
