just thought, if you dont have a speedometer on your bike, how do you know how fast your going, so how can you know your breaking the law, so how can they fine you. If your in a car you know its a 30mph zone and you can see your speedometer. If your on a bike, its different. I'm sure there is a loophole if you contest it

There's no loophole, it's that it in most places speed limits only apply to motor vehicles.

In Richmond Park (and some other Royal Parks) the speed limits do apply to all vehicles (motorised or not) thanks to the Royal Parks Act, and the Police do occasionally have a speed trap setup and pull over any speeding vehicles (including cyclists). Some cyclists have been given a FPN (fixed penalty notice).

Not knowing what your speed is isn't a valid defence (although it'll probably get you off with a warning at the time if you plead ignorance). But there's a big difference between doing 23mph in amongst a line of cars coming down Sawyer's Hill, and sprinting to get a 40mph+ speed down the hill overtaking everything and anything; the Police will look very dimly at the latter.

If you want to run the risk of getting a FPN then push it going down the hills. If you don't want to run the risk, fit a cycle computer or just freewheel and coast the brakes slightly.

I did over 15mph on those paths around R Park...eeek!

The difference is that with Richmond Park 20mph is a legal speed limit and there are legal signs up...

I couldn't see any evidence of any speed limit signs for bournemouth pier at all...

You cannot be charged for speeding on a pedal cycle, computer or not.

Any speed indicator on a 'road going' vehicle has to be approved by the VCA, Vehicle Certification Agency.
A bicycle does not have an Internal Combustion Engine ( wow, what a revelation ) so does not need VCA accriditation.

You will be told there is a speed limit in force and cautioned. A second caution will lead to 'Reckless cycling'.

There is a 10 mph limit in Mill Lane, Solihull ( approach to Mell Square ) and I have been 'finger wagged' by a copper there between Warwick Road and the bicycle parking metalwork outside Marks and Spencers.

Lode Lane, Solihull is a 30 mph limit, and I've been cautioned there.

Local Bylaws....legislation or rules imposed locally or in a specific locality, usually by the local authorities.

prob under terrorism laws!

yes obvisouly if your doing 30 in a 10, or reckless cycling down a hill, then i expect a telling off, but not sure what the cops are doing in the article, ie if your doing 12mph in a 10mph lol. I understand that if your cycling fast through peds, then it can be dangerous to all.
