How many drivers have driven through puddles.
Lots but most times there are no peds/cyclists about. The legal stand point from what I can tell refers to not soaking by standars with water rather than actually not driving through a puddle.
How many drivers have ever checked if they have splashed someone.
Around here, a fair number actually. Most people the average motorists seems to have enough decency not do soak peds & cyclists as they pass. Further to this at some point most drivers have gone through a puddle at speed deeper than expected & felt the car 'twist' as one side of the car meets far more resistance than the other side. This means they're aware that that to do this has a high risk of directly causing damage to their vehicle or indirectly via losing control & crashing.
How many drivers knew it is an offense to splash someone.
Ignorance is no defence in law, it's up to the driver to know what are the bounds of their conditional licence to drive on the road. If one didn't see the puddle then they're driving without due car & attention, if they did see the puddle & didn't take avoiding action they're driving dangerously because driving through a puddle in such a way means there's a high probability of the vehicle aquaplaning & them losing control of the vehicle (with a full 8mm of tread depth tyres you can aquaplane in around 2mm of standing water!). Either way they're not driving with due consideration to other road users.
The examiner was possibly going a little far on this one but again common decency says if ou realise you've just done that you at least check your victim is okay.How many drivers would stop and give there details.
