Just checked their twitter page. Unless I misread the news and Russian oligarch Boris Berezovsky was in fact killed in a cycling accident I'm not sure what I'm missing.

Can't find it now, but I saw a tweet this morning from some police organization, who may have been Thames Valley, which was along the lines of "When you see a cyclist in the middle of the road, they're just being safe", or something. That maybe what the OP was referring to.
