Some proof reading errors there - says Altus 21-speed, but in fact it's a 27.

Where are you planning to ride? It has suspension which unless riding on truly rough surfaces tends to just add weight on a low-mid budget bike

Also, where abouts, are you based? Are you new to bikes or confident to buy online sight unseen, correct size etc?
Just general road or should I say walkway cycling, Liverpool roads so riddled with potholes, almost like sinkholes tbh! That's why I'm opting for front suspension, even though as you said it adds unwanted weight! I only cycle about several times per week, no more than 8 miles return, but hoping to increase my lesuire cycling with my third bike inside ten years, for health benefits more than anything else! I have actually sat in store on the bike to get a feel for it, they did offer for me to try riding for 30 minutes, but I never had time tbh! Originally intended to fit a front ebike wheel, but Halfords,go outdoors and Evan's all advised against it, saying it would be detrimental to the bikes life plus invalidating warranty! Here's the actual ewheel, https://www.gearbest.com/bike-parts/pp_622574.html?wid=1433363
which was £200 delivered from China, but before I received it I got refund via PayPal as I it was stuck in a German warehouse for 6 weeks, then it was delivered 3 week's later! Used it in my last bike Halfords carrera subway, but the gears had not been maintained for sometime. I got quarter of a mile before the chain became jammed between cassette and spokes!

If you feel confident with bike mechanics I should go with the E wheel, you can always change it back. If not get someone qualified to do it.

If a size 17” frame suits then this Cube with Rockshox forks, Deore spec and hydraulic brakes is a better buy at £449. Worth looking at Paul’s cycles for other offers too.

What's your thoughts on installing this ewheel https://www.gearbest.com/bike-parts/pp_622574.html?wid=1433363
to my new Pinnacle Cobalt 2 2018 Mens Disc Brake Urban / Leisure Hybrid Bike Black.

Fine, except you're going to have a front wheel that is smaller than the back one. You need a 700c size.
You need to make sure it complies with UK law being limited to 15mph and no more than 250watt output. That battery look awful small.

Check out the electric bike section on the forum.

As long as I breathe, I attack.
If the old bike has not been maintained then a new chain and cassette should set you back around £30 or so assuming you have a chainwhip, freewheel tool and chain breaker .
EDIT
If you haven't then a bike shop should not charge to much on top for the fitting , max half hour job i reckon even for a cack handed tinkerer like me.

I agree with one poster about the fork shocks, if you're not going to be doing fast aggressive down hill racing you don't need a suspension fork, and if you are doing fast aggressive DH riding that shock on that bike won't be able to handle it. So you need to find a bike that doesn't have the suspension fork. Also suspension forks take away power you're using to propel the bike forward because the shock absorbs some of that power and thus requiring more energy to ride the bike. Also these shock forks cost more than a standard non suspension fork means the manufacture has to take value out of the bike somewhere to pay for the shock fork to fit the price point they want, this could be in the form of a cheaper frame, or cheaper components, or both.
