I wondered if he'd (or she'd) been taken suddenty ill, as it seems to swerve a bit suddenly at the start - unless a tyre we can't see went or something.

The issue behind the crash is that there has been a huge influx of tourists into Taiwan from mainland China since they've liberalised the cross-straights links.
But the Chinese tourists are only allowed to come on organised tours. And there hasn't been a big enough supply of bus drivers to cover the influx. So to cover the demand most of the bus drivers are driving around with very little sleep.
