Premium software for £19.99 - too good to be true?

Came across a site called Softshop24 which claims that you can download packages like Photoshop, Dreamweaver, and Office for £19.99 each.

Should I assume that this is a scam?

You can download them for free with torrent software, but they are unlicensed - unless you have purchased that already.

I'd assume so - your credit card details will be used to purchase some very expensive items shortly afterwards, and your software will either not exist or be carrying a very nasty payload of trojans, spyware and other assorted malware which will wreck your computer and feed your personal and banking details back to the criminal gang

It is a scam. Either pay the full whack, or get it for free from a torrent or off a mate.

I've not paid for office for years, it always works fine...
