It's not even been posted here, as the link asks for permission for 852 partners to pillage your browser before letting you see anything, so it can clear right off!

I suspect any attempt to charge people for admission would immediately trigger some extra charges from whatever bit of government maintains the road because using a road for a for-profit event is usually charged taxes that aren't charged for sports, due to how much tax-funding is given to sport and it being seen as something worth encouraging anyway. That would probably scare off most speculators.
