Hardwood cuttings are the way to go with the roses. As stated up thread, maybe wait for a few more frosts, but you’ll be fine to do it now.
With the Cotoneaster, you could do a more simple layering. Wound the underside bark on a branch, then peg it to the soil whilst it’s still attached to the plant. Detach it when it has its own root system.
