Putting a rack on a frame which only has mudguard fittings?

The frame on my ebay-special commuter is a bit too small...and as I get older and pains and aches start creeping in I need to start listening to my body and get a frame of the right size.

There seem to be more about which take guards (the popularity of cyclo-x I guess) but not that also take a rack - can the fittings which take the mudguards also take a rack?

I used a road bike with a rack and mudguards to commute - take my stuff on the back and change into office clothes at work...

perhaps a tourer frame...similar geometry to a road bike but with all the necessary attachment points
 
If it will take guards it will take a rack too, (you may need longer bolts though). However, it may not have provision at the top of the seat stays for a rack. This is easily solved by the use of P CLIPS, you just need to measure the diameter of the stay.
I've just had to do the same on the winter bike I've just built,

Thanks smokysmoo - superb! Andy R you're right of course - but it's nice to have more flexibility over which frame to buy - I actually spend more time on the commuter than i do on my "good" bike and so I want to get a frame I'll enjoy...I have secure parking at both ends so spending an extra week or two's travel card savings on a nice frame is always tempting...

One thing to remember is to fit the rack legs inside the mudguard legs. This places the load-carrying struts closest to the frame. Be prepared to make some brutal bends in the mudguard supports to keep them out of the way of your panniers.

My pannier legs go outside of my mudguard legs as there is no way they will fit through and still do their job

seems fine despite the weight I've had on it (myself)
