I've attached an extract from the guidance. Its a minimum with of 1600mm. A central hand rail is only required if the stairs are more than 4m across. Anyway have a read should explain the rules.

Strictly this only applies at stations or a building access. If its not at a station it may only be a public footpath so DDA does not apply (they shouldn't make access worse than it is though). Standard non-station Network Rail footbridges give 2m width just so you know.
