Rear derailuer allignment

Hi.

I put a new rear derailuer on my bike with a new chain and this happened. Is it because my new chain is too long?

Not quite sure what you've done but if you didn't size the new chain you'll have problems.
Remove the chain and run it from the big chainwheel at the front to the biggest cog on the cassette at the rear not routing through the derailleur. Where the two ends meet, (one outer & one inner link) add two links, cut there, install the quick link (after running it through the derailleur) and you should be good to go.

Edit: Looks like operating cable has become detached from the derailleur clamp which could be the reason for the mash up.
