rear rack fitting

hi all
i know this is probably a sill question but here goes.
if you want to fit a rear rack on a bike with rear suspension do you fit it to the main bike frame so the panniers and anything in them will be soffened under suspension.
or do you fit it on the rear A frame so the fully supported by the rear wheel only.

i have seen both ways of doing it and i can see pros and cons for both ways of fitting but is it better one way or the other.

Adding weight to the moving swingarm will affect the suspension response. Add weight to the fixed frame, usually with a seatpost rack.
