I started out with a Nikon D3100 DSLR before moving onto Fujifilm (and spending significantly more money). Just looked on ebay and looks like you could probably get the D3100 and the two "kit" lenses 18-55 and 55-200 for well within your budget:

I used it to take pictures of (amongst other things) fast moving children

I'm sure a similar Cannon or other brand would be similar. If you have any friends with a particular brand it might be worth following suit if they are willing to lend you equipment.

These. Very good indeed, and it might be worthwhile going for a tough version, given you're doing CX comps. I have one I simply can't kill, no matter what!
