Probably because funding to further education was massively cut so the local colleges couldn't afford to pay the tutors.I think evening classes aren't offered as much nowadays, because more people work shift patterns.

Any Tom, Dick or Harriet could run an evening class so long as they could come up with a viable curriculum for an 8 or 11 week course... then get a minimum of around ten or twelve people to sign up for it to get the 'funding' (AKA wages). Loads of people I knew ran evening classes in whatever their hobby was, be it needlework, photoshop, watching films, pottery, etc. Then the funding disappeared and the list of local evening classes went from being a booklet to a sheet of A5.
