Replacement STI, a couple of questions

Replacement lever arrived yesterday, so bike fettling to do this weekend. I haven't replaced a gear lever since the days of downtube shifters but looking at videos it all seams straight forward. But on the new shifter there's a small piece of yellow card with measurements on it, now is this important or is it just a packing piece? Also there's a black rubber piece in the box and I'm not sure what it does, any ideas what it does folks?

That is a 'shim' so you can adjust the lever to be closer for your small hands.

I've often wondered about those shims - are they really the best way of doing it?
My Sora STI levers from about 12 years ago had reach adjustment by twiddling a small screw.

It doesn't seem the best way to do it.

It might not be the best way, but I bet it's among the cheapest
