Reporting oil spill

Just wondering to whom I would report an oil spill to? There is a nasty looking one on my commute where it looks like somebody has broken something underneath and their car had dumped a load of oil on the road.

I know that it is oil as it has that unmistakable smell. With a bit of rain that is going to be lethal.

btw the car at the top is not the car dumping the oil.

It's a good thing that we can report such things and that something might get done, but after being in Africa for years and currently in Kosovo, it does still seem far out that something would be done about something like this! Roll on development eh!
