To get higher now, simply link (or get links) to the video from good sources. This thread, any other cycle forums, waste management forums, blog articles, etc. If you could get some links from their competitor's website...that probably wouldn't be bad either ;)

It's probably more work than it's worth tbh.
 
Classic own goal - the vehicle is "unroadworthy" and bing driven illegally with that crack!

Have emailed the company asking why they are allowing illegal vehicles on the road.

Yep...There are a number of old 'hacks' you could use to get to the top of Google. Google (and other search engines) will just refuse to index your site if you do them as it generally means your content is crap. If you had good content then people would link to it, organically, which is what should get to the top of search engines.

ANything that is within t he drive's vision (sweep area) is illegal... If the crack was at the side it would be an MOT failure, but as this fully crosses the sweep area it is unequivocally illegal

The offence is to impair the vision.

What would happen if - as a 3rd party - you google-spammed the Reston Waste official website. Would it get them dropped? ;)

Well, I suppose in theory yes as Google don't know (or probably care) who actually did the bad SEO. It's probably better to have their site there still, with the video near by. Maybe link to their website from the video, just so Google knows that the two results are directly related.
